The Statement of Qualifications (SOQ)

The SOQ, also known as a capability statement, is a sales/marketing document that contains key information about your company and is organized for the government marketplace.  It is recognized and recommended by the Federal Government and is widely accepted by State, County, City and Local governments involved in the procurement of goods and services.

The SOQ is the initial contact document to introduce your company to:

  • Small Business Specialists in the Office of Small and Disadvantaged Business (OSDBU)
  • Contracting Officers, Buyers, Program Managers and other businesses in the government procurement sector.

In addition, the SOQ can be used in responding to “sources sought requests” and as a handout for Industry Days and Networking events like the 2021 Virtual Norcal Gov2Biz Matchmaker!

The SOQ should include the following:

  • An opening paragraph that captures your “core” capabilities, stands out from your competition and describes the type of small business you are.  Veteran owned, woman owned and any small business certifications; 8a, HUBzone, WOSB, DBE, etc.
  • Contain all appropriate Government Codes.  DUNS #, CAGE code, NAICS codes for Federal and UNSPC or NIGP codes for State and Local.
  • Any non-government certifications applicable to you business; GB98, ISO 9001, etc.
  • Include a list of Key Clients and the project performed.  State you will provide references upon request and get testimonials to highlight accomplishments.
  • Clear and concise contact information. The contact person’s name, title email address and their phone number.
  • Company web site – with secured URL and title.
  • Short biography of key employees or owners that demonstrate core expertise.  One paragraph that describes the experience of the individual and a picture.
  • Include your logo and pictures only if it supports your core business.
