A panel of successful veteran women-owned business firms will discuss their challenges and tips for success. This panel will be moderated by Norcal PTAC's own female Veteran and Contract Specialist, Nanci Pigeon.


Meet the Panelists

Crystal Xie

Founder & President of Crystallogy Engineering


Crystal Xie is a licensed Professional Engineer in the states of California, New York, and Nevada and a licensed Class A GC with California CSLB. Crystal is a certified ICC plans examiner in the Building Code, Fire Code, and Mechanical Code, as well as a certified Project Management Professional (PMP). Crystal serves multiple industry leadership roles, such as the alternate chair of the NFPA 2 2020 Edition Technical Committee, a member of the SAE J2601 Technical Committee, as well as a member of the California Fire Prevention Officers Association. Crystal started her engineering career at the Jet Propulsion Library, and she is a proud combat veteran of Operation Iraqi Freedom. Crystal is also a triple Bruin and holds a BS in Aerospace Engineering, an MS in Mechanical Engineering, as well as an MBA from UCLA.

Crystal is the founder and president of Crystallogy Engineering, a Los Angeles-based full-service Class A General Engineering Contractor (CSLB #: 1064199) and licensed professional engineering firm that provides a combination of services in construction management, project management, engineering design, and alternative energy solutions. Crystallogy is a certified Service Disabled Veteran Owned Small Business (DVBE/SDVOSB) and Women/Minority Owned Business (WMBE) that has developed a reputation for solving unique problems and delivering technically complex projects. In the past 8 years, Crystallogy has supported multiple hydrogen station design-build and upgrade projects from a grant proposal, to master planning, engineering, permitting, construction, and commissioning to validation testing. Crystallogy has extensive experience working with federal and state agencies, national labs, municipalities, as well as commercial developers. Some of the clients they have served in the past include the Department of Energy (DOE), the National Renewable Energy Laboratory (NREL), Cal State Los Angeles (Cal State LA), the County of Los Angeles, and the City of Los Angeles. Crystallogy is currently one of the incumbents for the on-call building and safety plan check services and building inspection and material testing contracts by the County of Los Angeles. Crystallogy is also serving as a design-builder for the City of Los Angeles PV projects. We staff certified project managers, certified plan examiners, and licensed professional engineers so that our clients benefit from cost-effective, aesthetically pleasing, energy-efficient, and environmentally sound projects. 

Laurie Sayles

President & CEO of Civility Management Solutions


Laurie Sayles is an author, change agent, thought leader, serial entrepreneur, and President & CEO of Civility Management Solutions, a professional consulting firm working within the Government and Commercial space. Laurie was selected as a “Compassionate Business Leader” due to her advocacy on behalf of Veterans business owners and she has served on Small Business Committee Hearings in both the U.S. Senate and the House of Representatives. She has also participated in many pilot programs for veterans and small business owners. Laurie received her BS in Social Science, a Minor in Strategic Management and Entrepreneurship, and a Business Project Management Certification from the University of Maryland University College. She is the Chair of the Women Veterans Business Coalition, which fights for policy changes for Veteran Women-Owned Businesses as well as having authored “As My Leaders Go ... So Do I,” which has promoted women’s conferences for empowerment to thrive, and operates through her nonprofit, R3 (Recognize, Repair and Repeat).

With Laurie at the helm, CivilityMS has received numerous awards since being established and listed on INC 5000 for 2020 and 2021, including being selected as 1 of 100 Minority Businesses in the Maryland, DC, and Virginia area. 

Martha V. Daniel

Founder, President, & CEO of Information Management Resources, Inc. (IMRI)

A published author and frequent speaker, Martha V. Daniel co-authored two books entitled "On the Other Side of Midnight 2000: An Executive Guide to the Year 2000 Problem" & "Million Dollar Conversations" and was recently featured in the book entitled "Women in Security" authored by Debra Christofferson. She has been quoted as an industry spokesperson for a variety of publications and was honored by the Whitehouse in 2014 under President Barak Obama as one of 10 Women Veteran Champions of Change. She also recently participated as a study group member for the Presidential National Infrastructure Advisory Council’s (NIAC) Water Sector Resilience Final Report and Recommendations. Ms. Daniel graduated with honors earning her bachelor’s degree in Computer Information Systems from California State Polytechnic University, Pomona, and her master's degree in Business Administration from the University of La Verne.

In 1992, Ms. Daniel founded IMRI to provide technical consulting services supporting Southern California. As a Service Disable Veteran, Minority, and Woman business entrepreneur, her leadership has grown IMRI significantly and has successfully delivered more than $300+ million in information technology, engineering, and cybersecurity engagements. IMRI supports federal, public and private sector clients to have included the Executive Office of the President, U. S., Congressional Budget Office (CBO), Defense Information Systems Agency (DISA), U. S. Navy, U. S. Army, U. S. Air force, Department of Homeland Security (DHS), Office of the Undersecretary of Defense (OSD), National Aeronautics and Space Administration (NASA), the U. S. Intelligence Community, and numerous Fortune 500 companies. After 8 years of intense cybersecurity experience, Ms. Daniel along with Brenda Taylor founded Cytellix in 2017 as a division of IMRI to develop a technology platform.  The vision was to address the mandatory demands for Cybersecurity Regulatory Compliance, Certifications, and Risk Management for small to medium size suppliers doing business with the Federal Government.   In 2021, Cytellix became a standalone corporation with headquarters in Chandler, Arizona. Cytellix’s cloud-based Security as a Service (SaaS) platform encompasses comprehensive cybersecurity awareness through a “single pane of glass”. It is well positioned for improving security and compliance in the global supply chain as well as other highly regulated industries.

Following a 1999 law to promote veteran participation in the entrepreneurship and small business field, the Small Business Association (SBA) created and established a number of Veteran Business Outreach Centers (VBOC). They help strengthen their client’s business by providing education and resources, with the understanding that military service has set up veterans to be fine entrepreneurs. VBOC’s consulting services are free, and they offer one-on-one consulting with clients.
